Many assume it is the executive issuing commands, but in reality, it is often the system’s most pitiable scapegoat. It frequently snaps to attention only after the background auto-pilot (Manas-vijnana) has already caused a mess or lost its temper, leaving it to bear the guilt and the physical consequences alone.
